Lawrence, lemon does not rank anywhere near the top of vitamin C content among fruit. It is considered "very good" or "excellent". However, fruit such as orange (yes, orange), papaya, guava, and strawberry have more vitamin C (on per gram basis) than lemon.

do not use lemon juice without dilution. mix it with water in 1:1 ratio. in typical lemon-scented product, it either contains "lemon scent oil" at 0.5% or "lemon extract" at 0.1%. no actual lemon is used.

If you want lemons as a source of vitamin C, just eat them like oranges. If you want to use lemons as a beauty product, you'll need to use the lemon juice and mix it with something else to use as a lotion/cream.
